The Position:
 
Chameleon Integrated Services is currently looking for a Technical Business Development Lead to support our internal team. 
 
Overview:

Chameleon Integrated Services is seeking a dynamic and highly organized Technical Business Development Lead to play a critical role in our pursuit of government and commercial contracts. This individual will serve as the technical brain behind our proposal responses, working closely with business development, executive leadership, and solution architects to develop winning, compelling, and technically accurate responses.

The ideal candidate will blend technical expertise with business acumen, capable of translating complex requirements into strategic, compliant, and persuasive proposal content. This role is perfect for someone who enjoys writing, strategy, and driving growth through thoughtful technical positioning, not managing internal IT systems.
 

 
Responsibilities:
  • Serve as the technical lead and strategist on federal, state, and local proposal responses (e.g., Seaport, State of Missouri, City of St. Louis).
  • Write and/or review technical volumes, project approaches, and past performance narratives aligned to solicitation requirements.
  • Partner with sales, BD, and executive staff to develop technical win themes and articulate value propositions.
  • Understand and map SOW and RFP requirements to technical solutions and past performance capabilities.
  • Work with SMEs to develop and document solution architectures, staffing approaches, and delivery models.
  • Lead or support proposal reviews (Pink/Red Teams) and ensure high-quality, timely submissions.
  • Stay abreast of emerging technologies, contract vehicles, and trends in government IT (especially infrastructure, cloud, cyber, and digital services).
  • Support occasional oral presentations, strategy meetings, or customer engagements as needed.
Education & Experience
  • 5+ years of experience in technical proposal writing, pre-sales engineering, or solution architecture in a government contracting environment.
  • Strong knowledge of the federal, state, and municipal procurement process.
  • Excellent writing, editing, and verbal communication skills.
  • Familiarity with DoD, DHS, USDA, VA, State of Missouri, or similar customers a plus.
  • Ability to interpret complex technical concepts and translate them into persuasive business language.
  • Comfortable working independently in a fast-paced, deadline-driven environment.
  • Prior experience supporting proposals on vehicles like Seaport, GSA, BPA contracts, or similar is highly desirable.
  • Clearance eligibility is a plus but not required.
Preferred Experience
  • Natural collaborator with a get-it-done attitude.
  • Detail-oriented but can see the big picture.
  • Strong understanding of infrastructure, cybersecurity, cloud, or enterprise IT environments.
  • Bonus: Experience with proposal tools like SharePoint, GovWin, and comfort with Microsoft 365 stack.
