Work Location – Remote, (DHS treats remote network access as a privilege rather than a contractual guarantee, allowing work at assigned or other designated locations).
Security Clearance – U.S. Citizenship Required; Ability to complete DHS suitability, background investigation, and Entry-on-Duty requirements.
Experience – 7+ Years of Progressive Program or Project Management Experience supporting analytics, IT, data, or federal professional-services programs.
Length – 1-year intervals, up to 3 years.
Objective Summary
We are seeking an enterprise Program Manager to oversee day-to-day contract execution directly beneath the Engagement Manager. This critical position holds direct accountability for cross-task coordination, operational staffing assignments, and schedule integrity across Tasks 1–5 of the OHSS Statement of Work. The ideal candidate must possess an extensive professional chronology demonstrating roughly 7+ years of continuous federal management experience. This timeline should showcase strong operational leadership managing integrated schedules, deliverable registers, and contractor personnel within highly secured federal parameters.
This expert will maintain close, hands-on control over multidisciplinary technical teams delivering recurring production metrics, risk tracking registers, and quality-control coordination.
Mandatory Compliance Metrics
Candidates must satisfy these strict gates to ensure a successful Government onboarding determination:
- Resume must explicitly reflect 7+ years of total federal program or project management experience validating oversight of technical data, IT, or professional services teams.
- Must be fully available to support the Engagement Manager and attend Government meetings scheduled between 8:30 a.m. and 5:00 p.m. Eastern, Monday through Friday.
- Must accept a flexible management posture capable of balancing workloads across a seven-day-per-week production cycle to maintain reporting continuity without creating single-person failure points.
- Manage day-to-day contract execution, building out detailed work plans, processing staffing assignments, and coordinating cross-task operations beneath the Engagement Manager.
- Drive and maintain absolute control over the master integrated schedule, deliverable registers, and comprehensive action-item logs.
- Support constant operational awareness across multiple simultaneous workstreams, ensuring technical teams meet daily, weekly, and monthly reporting deadlines.
- Facilitate proactive risk and issue management strategies, systematically identifying program dependencies and implementing timely mitigation logs.
- Orchestrate daily workload balancing, resource allocations, and contractor personnel management across the core delivery footprint.
- Oversee quality-control coordination and final structural product reviews to ensure total data validation and statistical reporting integrity before executive submission.
- Lead the formulation of monthly progress and status reports detailing deliverable statuses, financial metrics, and major project milestones for the CO and COR.
- Act as a vital operational liaison in federal customer meetings, clearly communicating technical tracking obstacles, action resolutions, and programmatic updates.
- Expert level knowledge of federal program management frameworks including deliverable registers, tracking controls, and milestone management.
- Functional familiarity with data analytics, BI environments, and statistical data engineering principles utilizing Tableau, SAS, SQL, and database frameworks.
- General understanding of secure application development lifecycles (SDLC) and secure website administration infrastructures supporting public-facing data portals.
- Experience administering and tracking performance under hybrid contract financing frameworks, specifically monitoring Firm Fixed Price (FFP) and Labor Hour task orders.
- Comprehensive mastery in protecting Controlled Unclassified Information (CUI), sensitive data assets, and critical PII/SPII privacy frameworks.
- Direct experience operating within federal civilian contracting parameters, GSA MAS task orders, and FAR-based compliance landscapes.
- Familiarity with federal enterprise architecture guidelines, Section 508 accessibility baselines, and mandatory agency security awareness protocols.
- Direct experience managing project lifecycles or data-intensive programs for DHS, CBP, ICE, USCIS, Census, DOJ, or HHS.
- Deep functional understanding of homeland security missions, immigration datasets, national border security statistics, or federal law enforcement networks.
- Possession of an active Project Management Professional (PMP) certification from the Project Management Institute.
- Prior corporate experience directly managing technical or professional services teams exceeding 10 individuals.
- Proven capability steering rapid-turnaround deliverables and sudden ad hoc data requests under short deadlines.
