Employment Type: Full-Time / Contingent Upon Contract Award

Estimated Base Pay Range: $230,000 - $260,000
Final compensation will be determined in good faith based on the candidate's verified certifications, and specific years of experience.

Position Overview
Chameleon Integrated Services is seeking a senior IT policy and governance executive to serve as our IT Portfolio & Statutory Governance Task Lead (designated in the solicitation as the CODE-CIO Task Lead). This is a Government-designated Key Personnel position based out of Linthicum Heights, MD.
This is not a generic cybersecurity task lead role. We are explicitly looking for a candidate with a background as a current or former federal/DoD CIO-office leader, Deputy CIO, senior IT portfolio lead, or contractor executive who has directly supported CIO statutory functions under federal mandates. The candidate's resume must meet a literal, requirement-by-requirement verification of the time-based criteria listed below.

Responsibilities
  • Lead and manage aspects of the IT and Cybersecurity project lifecycle, including feasibility studies, stakeholder management, risk management, and benefits realization.
  • Guide enterprise-wide IT strategic planning, alignment, and workforce planning efforts to meet mission-critical goals.
  • Oversee federal IT budgeting and resource planning processes, utilizing Planning, Programming, Budgeting, and Execution (PPBE) cycles.
  • Direct IT investment management and portfolio-level reviews to ensure statutory compliance across agency systems.
  • Implement and maintain compliance frameworks such as NIST, ISO 27001, or CMMC to ensure organizational compliance.
  • Coordinate internal and external security audits, risk assessments, and vulnerability testing pipelines.
  • Serve as an organizational champion for digital equity, accessibility of information, and the integration of assistive telecommunications technologies.
Required Skills & Qualifications

The candidate's resume must explicitly demonstrate a minimum of 5 distinct years of experience in each of the following seven areas:
  • IT leadership and accountability (such as being responsible and accountable for the effective implementation of IT management functions).
  • IT strategic planning for large-scale enterprise environments.
  • IT workforce planning and organizational management.
  • IT budgeting, including the processes for all annual and multi-year IT planning, programming, and budgeting decisions.
  • IT investment management, including evaluating and assessing agency-wide IT resource utility.
  • Information security and privacy control implementation.
  • Digital equity and technical accessibility of information and telecommunications technologies.
