Position Note
Chameleon Integrated Services is actively bidding on a proposal to provide Cyberspace Operations and Development for the Enterprise (CODE) services under the DC3 Technical, Analytical, and Business Operations (TABO) requirement. This position is contingent upon contract award.

Position Overview
Chameleon Integrated Services is seeking a Program Manager (PM) to support the Department of Defense Cyber Crime Center (DC3) Cyberspace Operations and Development for the Enterprise (CODE) services contract. This is a Government-designated Key Personnel position primarily based out of the contract's main hub in Linthicum Heights, MD.
The PM will serve as Chameleon's senior contract manager. You must have full authority to commit the company in response to Government contractual, programmatic, staffing, performance, and resource matters. You will oversee prime and subcontractor personnel, program performance, quality control, financial monitoring, risk management, and overall mission execution across the CODE requirement. The PWS places final responsibility for quality and performance efficiency directly with the PM.

Responsibilities
  • Provide overall management, administration, quality control, and technical leadership to all contractor and subcontractor personnel.
  • Serve as the primary interface for Government communications, ensuring all tasks align with the DC3 mission and strategic goals.
  • Manage contract financials, resource allocations, and cost optimization, including tracking detailed performance metrics.
  • Oversee multi-disciplinary teams across a global footprint, primarily centered in Linthicum Heights, MD, with operational oversight extending to remote contract sites in San Antonio, TX, Huntsville, AL, and Atsugi, Japan.
  • Formulate and deliver critical contract artifacts, including the Program Management Plan (PMP), Stakeholder Communication Plan, Risk Management Plan, and Monthly Status Reports (MSRs).
  • Proactively manage program dependencies, determine manpower requirements, and address any potential contractual or resource limitations.
Required Skills & Qualifications (Hard Screening Criteria)
  • Active Project Management Professional (PMP) certification.
  • Active TS/SCI clearance eligibility.
  • Minimum 10 years of experience managing IT or cybersecurity projects/programs similar in size and complexity to the CODE PWS.
  • Minimum 5 years of experience overseeing and determining manpower/staffing requirements for programs involving diverse technical skill sets and labor categories.
  • Minimum 5 years of experience performing contract financial and performance monitoring, including performance metrics tracking.
  • Direct experience managing large, multidisciplinary technical teams (rather than narrow, isolated cyber or software development projects).
Target Background
  • Proven leadership within a DoD enterprise IT, global infrastructure, cybersecurity, NOC/SOC, or comparable CIO-support environment.
  • Demonstrated authority over subcontractors and multiple complex technical workstreams concurrently.
