Technical Project Manager / Senior Business Analyst

Employment configuration: Approximately 30 hours per week.

Role: Lead daily task-order execution while also serving as the senior business analyst for analytics, AI/ML, Power BI, Power Apps, and system-integration activities. This is not a purely administrative PM role. The person must convert Government mission needs into actionable requirements, acceptance criteria, schedules, and technical work packages.
The PM will manage Government communications, conduct the kickoff, maintain the project schedule, prepare meeting minutes and monthly progress reports, calculate percent complete, track issues and deliverables, and coordinate the technical team.

Requirements:
  • Active Secret clearance.
  • Direct experience managing software, analytics, data, cloud, ERP, or Power Platform delivery.
  • Experience developing requirements, user stories, acceptance criteria, or functional specifications.
  • Bachelor’s degree in information technology, computer science, business, engineering, data analytics, or a related discipline; four additional years of relevant experience may substitute.
  • Eight or more years of professional experience.
  • Five or more years managing technical delivery projects or task orders.
  • Experience managing a cross-functional team of approximately five or more technical personnel.
  • Experience managing schedules, risks, issues, dependencies, action items, deliverables, and customer reporting.
  • Experience coordinating requirements, demonstrations, user acceptance, and production releases.
  • Experience working under fixed-price, milestone-based, or deliverable-based conditions.
  • Availability to begin on or about August 13, 2026.
  • Ability to work remotely during normal Government working hours and participate in daily status, requirements, development, and technical-review sessions.
  • Ability to travel to Fort Lee, Virginia, at least three times annually and report onsite more frequently if directed.

Strong preferences
  • DoD, Army, or other Federal customer experience.
  • Analytics, Power BI, Power Apps, Azure, data engineering, AI/ML, ERP, or logistics-system delivery.
  • Experience working with a COR, Government technical manager, product owner, or capability developer.
  • PMP, PMI-ACP, Certified ScrumMaster, or comparable certification.
  • Experience managing classified personnel or systems.
  • Familiarity with Army sustainment, GCSS-Army, SAP, supply, maintenance, readiness, or property-accountability missions.

Principal responsibilities
  • Serve as Chameleon’s daily interface with the Government technical manager and COR.
  • Develop and maintain the integrated project schedule, deliverable register, risk register, issue log, decision log, and action-item tracker.
  • Translate operational needs into requirements, user stories, acceptance criteria, and prioritized work.
  • Coordinate model development, dashboard development, data integration, application development, testing, and production reviews.
  • Prepare kickoff materials, meeting minutes, monthly progress reports, staffing status, and percent-complete reporting.
  • Manage scope boundaries and elevate potential changes before out-of-scope work begins.
  • Coordinate demonstrations and reviews with CASCOM capability developers and data SMEs.
  • Track Government data, access, licensing, environment, and approval dependencies.
  • Coordinate knowledge-transfer and technical-documentation delivery.

  • Ability to work remotely during normal Government working hours and participate in daily status, requirements, development, and technical-review sessions.
