Work Location – Remote, (DHS treats remote network access as a privilege rather than a contractual guarantee, allowing work at assigned or other designated locations).
Security Clearance – U.S. Citizenship Required; Ability to complete DHS suitability, background investigation, and Entry-on-Duty requirements.
Experience – 15+ Years of Progressively Responsible Corporate Executive Leadership, Contract Governance, and Senior Customer Engagement Experience.

Objective Summary
We are seeking an executive-level Senior Partner / Program Director to provide high-level contract oversight, corporate resource support, and strategic governance across the entire OHSS program footprint. This critical position holds ultimate corporate accountability for contract execution, serving as the senior corporate interface for escalation resolution and high-stakes milestone alignment with senior customer leadership. The ideal candidate must possess an extensive professional chronology demonstrating roughly 15+ years of continuous federal management and corporate oversight experience. This timeline should showcase strong leadership directing large-scale federal professional-services programs and optimizing strategic client satisfaction within highly secured federal parameters.
This expert will maintain overarching performance awareness across all contract workstreams, managing executive relationships, corporate bench strength, and delivery continuity without creating operational vulnerabilities.
Mandatory Compliance Metrics
Candidates must satisfy these strict gates to ensure a successful Government onboarding determination:
- Resume must explicitly reflect 15+ years of total federal program oversight, corporate governance, or executive delivery management experience validating leadership of large-scale analytics or technical teams.
- Must be fully available to senior customer leadership and attend executive briefings scheduled between the hours of 8:30 a.m. and 5:00 p.m. Eastern, Monday through Friday.
- Must accept a flexible corporate management posture capable of steering a seven-day-per-week production cycle, ensuring robust corporate resources are positioned to maintain reporting continuity without creating single-person failure points.
- Provide executive-level contract oversight, defining corporate delivery benchmarks and driving strategic program health across all Tasks under the SOW.
- Serve as the definitive escalation resolution point and primary corporate interface for senior customer engagement, establishing top-tier client satisfaction.
- Provide comprehensive corporate resource support, proactively managing bench configurations and driving talent acquisition pipelines to meet shifting surge requirements.
- Formulate and implement enterprise governance structures, ensuring contract activities align smoothly with federal acquisition regulations and agency protocols.
- Lead high-stakes strategic alignment initiatives with senior agency leadership, translating complex programmatic hurdles into clear executive updates.
- Oversee corporate control frameworks monitoring multi-vendor cost allocations, subcontractor performance tracking, and integrated contract schedules.
- Enforce rigorous quality-control and risk mitigation governance, safeguarding absolute delivery integrity for high-visibility statistical datasets.
- Steer post-award corporate commitments, ensuring rapid implementation of contract closeouts, transition structures, and task order extensions.
- Expert level knowledge of corporate contract governance, strategic forecasting models, and large-scale delivery management frameworks.
- Familiarity with enterprise analytics toolsets, BI environments, and statistical data engineering principles utilizing Tableau, SAS, SQL, and associated architectures.
- Functional understanding of federal web architectures, Drupal content infrastructures, and secure application development lifecycles (SDLC).
- Experience directing performance tracking and financial optimization for hybrid contract financing models, including Firm Fixed Price and Labor Hour contract line items.
- Comprehensive mastery in governing the protection of Controlled Unclassified Information (CUI), sensitive but unclassified records, and strict PII/SPII privacy frameworks.
- Direct experience operating inside federal contracting parameters, GSA MAS task orders, and FAR-based compliance landscapes.
- Familiarity with federal enterprise architecture guidelines, Section 508 accessibility baselines, and mandatory agency security awareness protocols.
- Direct experience overseeing statistical, data-intensive, or professional-services programs for DHS, CBP, ICE, USCIS, Census, DOJ, or HHS.
- Deep functional understanding of homeland security missions, national border security operations, or federal law enforcement data environments.
- Possession of an active Project Management Professional (PMP) certification from the Project Management Institute.
